submit parts for acceptance/approval

i sent you a request for an approval of a set of cylinder heads
to the rules...
i got no response yet....
what is the proper proceedure: for submitting a part to be considerd for clearence and acceptance of the rules ...
"to allow a specific cyl head to be used in competition"?
whats the protocall for submitt and review= approval?

When you sent me the e-mail started the process. We are working on the rules this week and should have them completed before PRI.
